Is there a difference between the two fuels and can they be used safely in an 02 vw or is there too much sulfur?

Off road usually is the same as ULSD with red dye added, so they can fine you $10,000 for its use, so its not safe for that reason. Heating oil in some places has high sulfur but I don't know if its high enough to cause any damage. It also doesn't have lubricity additives that ULSD has so could cause injector and IP wear, unless you add >2% bio or VO. Its also dyed so you could get fined.
