What is it's supposed Purpose?

I have never had fuel go "Off" in the tank nor in storage.

I have cleaned fuel and put it in sealed drums only to forget about it for 2 years and when I re-discovered it, there was nothing wrong with using it at all.

If the fuel is dry and sealed from the air, it lasts a long time.

That said, I also just put all my as collected oil in IBD's and often leave that a year even though sometimes it's poor quality oil when I get it but I am yet to have oil that didn't clean up well after a good settle, drying and filtering.

I would suggest you make sure there is actually a problem before you went looking for a cure.
